Terms of Service
1. Who we are
Sidoku QS is a quantity surveying service of Tepy Build Co., Ltd., #C12, Borey Galaxy Residency, Chaom Chao 2, Po Sen Chey, Phnom Penh, Cambodia ("we", "us"). The engineer responsible for every BOQ is Sidoeun Ly, Licensed PE (Cambodia), ACPE.
These terms apply when you request a quote, send us drawings, or buy a BOQ from us ("you"). A written proposal or quote we send you for a specific job forms part of these terms. Where the two differ, the proposal wins.
2. The service
From the PDF drawings you send, we prepare a priced bill of quantities (BOQ) in Excel and PDF. Quantities are measured to RICS NRM2 or CESMM4 unless your tender sets a different format, and priced with Cambodian rates that each show their source and the date they were checked.
Each BOQ comes with a list of requests for information (RFI) and assumptions, and a confidence grade (A, B or C) on every line. Every BOQ is checked and signed by a Licensed PE before it is released.
We work from PDF drawings only. Scanned drawings, photographs and native DWG files are not part of the service unless your proposal says so.
3. What a draft BOQ is
Every BOQ we issue is marked Draft BOQ: QS review required. It is an engineer-checked estimate of quantities and cost, prepared for your own pricing and tender decisions. It is not a guarantee of the final cost of the works, a fixed price for construction, or a substitute for your own review before you submit a bid or sign a contract.
Quantities are measured from the drawings you provide. Anything the drawings do not show is listed in the RFI and assumptions list rather than guessed. Changes to the drawings after we start are a variation and may change the fee and the delivery date.
Rates reflect the sources and dates shown on each line. Rates older than 90 days are flagged and re-checked before use, but market prices can move. Confirm critical rates with your suppliers before you commit to a price.
4. What we need from you
Complete, legible PDF drawings, and the tender form or TOR if you have one. You confirm that you have the right to share the drawings with us for this purpose. You remain responsible for checking the BOQ against your own knowledge of the project before you rely on it.
5. Quotes, fees and payment
Before any work starts, we send you a fixed quote based on the sheet count and scope. Fees are in US dollars, before VAT. You choose whether you need a VAT invoice: if you do, 10% VAT is added. Payment is by ABA bank transfer or KHQR; bank transfer fees are paid by the sender. The payment schedule for each job is set out in its quote or proposal.
We never ask for, see or store your card or bank account details.
6. Delivery time
For up to 15 sheets, we deliver within 2 working days. The clock starts when we have complete drawings and payment as set out in your quote. Larger jobs carry the delivery date stated in their quote. If we find we will miss a date, we tell you as soon as we know.
7. Corrections
One round of corrections is included if you send your comments within 7 days of delivery. Corrections cover errors in our measurement or pricing of the drawings you sent. New drawings, design changes or a change of scope are a variation and are quoted separately.
8. Confidentiality and the firewall
Sidoku QS does not bid tenders. Your drawings and prices stay with your reviewer. If our sister company is bidding the same tender, we decline the job, so your number is never seen by a competitor.
We keep your drawings and BOQ confidential and use them only to deliver your job. We sign a non-disclosure agreement on request before you send anything. How we handle your information is set out in our Privacy Policy.
9. Ownership
Once the fee is paid, the BOQ we prepare for you is yours to use for your project, including under your own name where white label is agreed. We keep ownership of our methods, templates and rate library, and we may use anonymised rate information to keep that library current. We will never publish your project or name you as a client without your written permission.
10. Liability
We prepare every BOQ with reasonable skill and care. To the extent the law allows, our total liability for any job is limited to the fee you paid for that job, and we are not liable for lost profit, lost tenders, or losses that come from drawings that were incomplete or changed, or from decisions made without reviewing the draft BOQ.
11. The Sidoku QS web app
The Sidoku QS web app is offered on the Free, Pro and Team plans shown on our pricing page, billed monthly or yearly in US dollars, before VAT (added when you need a VAT invoice). When you subscribe we send an invoice payable by ABA transfer or KHQR, and your account is switched on once payment arrives. A plan renews for the same period unless you tell us before the renewal date that you want to stop.
Everything the app produces is a draft. Each line stays a draft until a reviewer approves it, and every export is marked Draft BOQ: QS review required. You are responsible for reviewing quantities and rates before you rely on them. Your projects and drawings in the app remain yours, and we handle them as set out in the Privacy Policy.
12. Law and disputes
These terms are governed by the laws of the Kingdom of Cambodia. If a dispute arises, we will first try to settle it in good faith by talking with you. If that fails, it will be settled in Phnom Penh.
13. Changes and contact
We may update these terms. The version that applies to a job is the one published when we sent its quote. Questions about these terms: Telegram , email .
